I think the Persian idea is good
However I think a Roman mod OR new faction would be a lot nicer.
In history the Romano-Greco wars were fairly messy.
So I think doing a Roman faction would be quite cool in terms of a challenging encounter.
PLUS
The landscapes would look rather cool
