uploading files

I'm not sure and i don't want to get in trouble, if i have downloaded a file from black and white 2 that is not on this site can i upload it ? ( i already know how, i should say may i upload it)
and secondly who's name do i put it under, mine or the creator?
 
I perfer to see the creater's name so that proper credit can be given.

If you're submiting something which is not your own you can include your name in the comments so that I know who's submiting it.

I didn't have any trouble uploading a file when testing it.

Try again, maybe it's just a server glitch. Try it again.
