Does this allow you to convert the sounds into wav or mp3?

As far as I could tell, no conversion.
I could only save as .sad file.
Although there is an option to extract the files it was greyed out/unavailable to me.
When running, the program's title reads "Lionhead Sound Bank Maker". It seems it is designed to play and import music into the sound banks rather than export and convert it.
