If you re-installed B&W, then you'll need to install official patches v1.10 & v1.20 before the v1.42 FanPatch.

FanPatch v1.4.2 requires the previous official patches of v1.10 and v1.20 to be installed. Otherwise the game will start and crash after the small intro at the first loading screen.

Official patches *MUST* be installed to use FanPatch 1.42.
Look at my other posts reference special characters in the folder name with official patches. This was what seemed to be glitching my installation out.
Uninstall the game.
Remove all registry entries.
Create folder called "C:\Legacy\"
Disable inheritance for "Legacy" folder
Remove all attributes for Legacy folder
Turn on "Replace child object attributes" flag on the folder
