I am currently on a laptop without BW1 installed - however, I believe you are missing aditional lines that call the creature, and give it an owner.
The line you are missing (from memory) is SET_CREATURE_LIKE ("PLAYER_ONE") - or something similar.
also, I believe you need to call the creature...
I was trying to diagnose your problem, but was unable to detirmine the cause, because I do not have enough information.
What is your OS? Did you install the latest patches and fixes of this OS, and the game itself? Are all your drivers up to date, and - are you running the game without any mods...
you call the food spell twice, and you also call it once before the town is generated.
Fix that, and it should work.
Only call spells after you call the town, and don't call spells twice.

The piles of food wood and ore at the town centre are concidered part of the town gather point, the same as was in BW1 - when there is no storehouse, it will be placed there.
You can add the food / wood value to the town centre, I believe. - It's worth a try, leader. :p
I went over it.. I have no idea what went wrong with that part.
Could you attatch the entire txt file? Then I can look what went wrong.

The models that BW1 used are special.. they tend not to work nice. also, the bonecount has to remain exactly the same.. I do recall someone being able to add bones, and gave the lion model a tophat.. though he did proclaim it messed up all the animations severely.

Please tell us a bit more, such as what is your graphics card?
How much RAM do you have? Do you have the latest drivers of your graphics card, and other such.
Are you also the administrator?
And lastly, Why are you using Vista? Vista is the bane of the pc world, and should be left like a...
There is no solution other then accepting the migrations in time - and to ensure you have patched the game to 1.2
There will be no new bug fixes - all we can do is tell you how to prevent it.
And, you found the correct solution in this case. - I suggest you don't weight to heavy on the taking...
Use a virtual machine.
Windows 7 has some issues with the (old! even, archaic) coding of BW - and how it interacts with the registries.
So far, non of us have found a fix for this - we have tried run as admin, run on the actual admin account, disable the UAC - all seem to be dependant on other...
The gates are there to use as 'cheat' for the race - if you captured the town.
This is why they open for your creature / tyke only.
A shrink creature is advised - same as with the normal non town cheat path :)
Well, perhaps that's the thing that makes me dislike them, or.. like them less - they don't seem to fit in with the rest of BW2.
Still though, a very nice looking mod - I've seen worse, by alot!
And - I am still using it too - so! ^^
I tried this mod - and whilst it is a wonderful idea, and could look really nice, I find it a bit... not nice.
The textures switch to harshly between crisp / clean textures, without grain or 'dirt', to textures with so much detail, that it causes alot of aliasing.

I am rather confused, am I supposed to build buildings myself, or will it expand on it's own?
The build menu is only available when I press enter - and they are greek buildings too.. so, I wasn't sure.
I'll be honest, after playing it the first 3 minutes, I'm not quite sure what to do, some Did you Know? Signs with suggestions, or a helpful readme should help a bit more :)
Splitting an army is only for the AI (they are cheating - they get more men out of an army that way)
And yes, the file you found is the correct one, you need to change a 1 to a 0, or a 0 to a 1 - which one it is, I have no idea :D
Why would you want to do that though? BW2 is easy enough as it is?
