In addition, of the players who do play online, most seem to use Hamachi, not Phoenix.  Hope that helps.

Welcome to the forums Chloe. Things appear to be a bit quiet at the moment, but you're still more than welcome. I'm sure the others around here would like to know more about your B&W interests, e.g. Are you interested in online play, map making, etc.?

I would guess that means you're not an Administrator on that machine.  Is that correct? If so, you need to get the Administrator to put the dll file in there for you.
