You might also want to use the Learning leash while you pull fish out of sea/grain out of field and put it in the village store or add wood from forests. Leashing him to need flags with Compassion also seems to give him a shove in the right direction. :)

I remember sometimes, while playing neutral, using the basic Storm on town centers just to cause panic and maybe whip some of the whiny villagers up into air. Plus, it had the satisfying "wrath of the almighty feel" with a fairly low prayer point cost.
