Usage Details:

Town# - Designates a number to the town.  This number will be used from now on to create anything for this village.

x & y - Coordinates for the center of the town.

Affiliation - Sets which deity (if any) owns this town to start.  (Ex. "PLAYER_ONE", "NEUTRAL", etc.)

Civilization# - This doesn't seem to have any relevance.  We found that they match up with certain CivilizationNames, but changing them doesn't seem to do anything.  Look at the Items List.

CivilizationName - This determines the character set and models used for the village.  Look at the Items List.
